Louis Chang was the Northeast Section Senior Division Commander.

As the situation in Manhattan crumbled and JTF forces pulled out of the Dark Zone, large number of First Wave agents were overwhelmed by the sudden collapse in support. As contact with First Wave agents were lost as many such agents were either killed or gone rogue, acting-President Mendez authorised the deployment of the Second Wave of agents to investigate the sudden disappearance of the First Wave, and if possible, restore order in the city.
As the Senior Commander of New York's Northeast Section, Chang was appointed as the Second Wave's Commander, and was overseeing the activation and deployment of Second Wave Agents throughout Brooklyn. As Brooklyn-based Division Agents awaited the arrival of Chang, they assisted scattered JTF forces in restoring order, eliminating Looters and recovering vital supplies for distribution.
As Agents Faye Lau and her companion arrived at the helipad and awaited for Chang, he arrived in an V-22 Osprey with other Second Wave Agents. Unfortunately, just as Chang was prepared to dismount the Osprey to greet the new arrivals, he and every other agent abroad the tiltrotor, with the exceptions of Lau and her companion were killed in a targeted strike by Aaron Keener utilizing the Last Man Battalion's SAM missile.
Chang's death left remaining Second Wave agents leaderless, forcing the badly wounded Agent Faye Lau to take de-facto command over all remaining Division Agents throughout New York shortly after her arrival in the New York Post Office - the JTF's Base of Operations.
